Director of Audit spoke at Conference of Association of International
Certified Professional Accountants

On 20 November 2023, Prof. Nelson Lam, Director of Audit, was invited to speak at a conference themed “Green Grow Govern” organised by the Association of International Certified Professional Accountants.

Green governance is an imperative issue of our time. In his speech, the Director quoted President Xi Jin Ping’s words in the Report to the 20th National Congress of the Communist Party of China, “The nature provides the basic conditions for human survival and development. Respecting, adapting to, and protecting the nature are essential for building China into a modern socialist country in all respects.” Our nation will continue to uphold green development and ecological civilisation as key directions of policy planning. Moreover, in 2021, the Office of the Central Auditing Commission and the National Audit Office of the People’s Republic of China (CNAO) jointly issued the Fourteenth Five-Year Plan for the Development of National Audit Work, which set out a clear goal to push forward the high-quality development of resource and environmental audit. The Department of Natural Resources, Ecology and Environment Audit, and the Resources and Environment Audit Bureau have also been set up under CNAO to take on the work.

Guided by the national development plans, the Hong Kong Special Administrative Region Government has, in the Chief Executive’s 2023 Policy Address, made clear its determination to conserve energy, reduce carbon emissions, and enhance environmental and ecological protection, so as to build “a liveable and vibrant city”. In the conference, the Director also pointed out that the department has been conducting audits on environment-related issues (such as the energy efficiency and conservation in government buildings, as well as the provision and management of Community Green Stations). The Audit Commission will keep a keen eye on projects related to environmental protection through value-for-money audits. Joining efforts with various government departments, the Commission is committed to bridge green, growth and governance, and to build a bright, green future for our next generation.
